She holds a Juris Doctor from the University of the Pacific, McGeorge School of Law where she graduated in 1994 as a National member of the Order of the Barristers - an honor society recognizing excellence in courtroom advocacy. During law school, Ms. O'Neill served as an editor for the Transnational Lawyer, competed on the American Bar Association Moot Court team for two years (and was a national finalist), and was a student Moot Court instructor.
